Harbor Heights is conveniently located within the Village of Waterford, WI within walking distance to shopping and schools. Waterford, in Racine County Wisconsin, is located along the banks of the Fox River, approximately 30 minutes southwest of Milwaukee, 2 hours North of Chicago and 30 minutes West of Racine.

All homes in Harbor Heights are double-wide manufactured homes, and are constructed to meet or exceed a national code called the "HUD" code (United States Department of Housing and Urban Development). The HUD code regulates manufactured home design and construction, strength and durability, fire resistance, and energy efficiency. It also prescribes the performance standards for the heating, plumbing, air conditioning, thermal, and electrical systems. Built on a steel framework ("chassis") and entirely in an environmentally controlled factory, manufactured homes provide quality affordable housing.

In addition, all Harbor Heights homes are installed over a poured concrete slab, have concrete driveways and sidewalks, and most have garages. All of these manufactured homes have been professionally landscaped according to a customized landscape design plan.

Harbor Heights is a land-lease community where you own your home and lease your lot, which provides you with several benefits. First, there are significant financial benefits to living in a land-lease community. Since you do not need to purchase the land for your home, you have those dollars in your pocket for other things – providing you with financial flexibility. You do not need to pay tax on the land, only on your home, which saves you additional money. Secondly, the community is professionally managed. We enforce the community lease covenants in order to safeguard your investment, such as requiring that the exterior of the homes are properly maintained, and landscaping is kept neat and trimmed.
